Guild Wars 2 will have no generic "Get Quest - Ignore Text - Do Quest - Get loot" Type quests.. Thats one of the things this game is doing differently. There will be a personal story driven interactions with NPCs but everything else, going on in the world PvE-wise, is going to be based on "dynamic events" that everyone can join without kill or loot-stealing.
Regarding voice-acting there have been recorded more than 60 feature films length worth of voice-acting for this game..

They all look really good, but Star Wars holds my interest the most, the dynamic storytelling style from KOTOR and Mass Effect adding into an MMO with 900+ voice actors is, to me, going to set itself apart from the generic "Get Quest - Ignore Text - Do Quest - Get loot" Type style, but we'll see.
