im pretty sure that missile falling on a texas town was NOT a dummy missile. why would they publicly announce that they are carting live ammunition as such over occupied areas. pretty sure they just got lucky. we have all seen enough movies to know that they just say 'it was just a training exercise' anytime something crazy happens.
