Assassin's Creed 3's multiplayer mode is being developed by Ubisoft Annecy, located in France. The news comes from the Twitter profile of an Ubisoft Annecy employee who lists his description as “Lead Game Designer on Assassin’s Creed 3 Multiplayer @Ubisoft - Annecy”.
Ubisoft Annecy developed the multiplayer for both Assassin's Creed: Brotherhood and Assassin's Creed: Revelations. Aside from AC games, the studio also worked on Splinter Cell: Chaos Theory's multiplayer.
Assassin's Creed 3's single player is being developed by Ubisoft Montreal.

I was expecting this to be a single player game too, but I do LOVE AC multiplayer, so I'm very excited about this game =)

I just hope they don't pull something like ME3 where the multiplayer effects the single player in any way. There are alot of people out there who either don't like multi-player or don't have the time/availability to play multi-player so if it rolls into the single player story it feels like they lose out on the whole experience.

I wanted another solo game like 2. The multiplayer in brotherhood was really good and then they added alot of stuff I didn't like in Revelations. Hopefully since they are splitting the multiplayer and singleplayer between two studios we won't get a super short singleplayer mode like we did with the last two games.
