It’s hard to nail down exact numbers when it comes to video game budgets, which is why whenever you come across a list like the following one it’s always good to remember that they are merely educated estimates. Having said that, it’s well understood that game budgets have been neck and neck with Hollywood productions for some time now, and it’s fair to say they’ll remain in that vicinity for the foreseeable future.
To that point, Digital Battle has compiled a list of the top 10 game highest game budgets ever, and while none of the figures are that surprising, they are certainly discussion worthy. Take a look:
1. Grand Theft Auto IV - $100 million
2. Gran Turismo 5 - $80 million
3. Shenmue - $70 million
4. Too Human - $60+ million
5. Metal Gear Solid 4 - $60 million
6. Halo 3 - $55 million
7. APB - $50 million
8. L.A. Noire - $50 million
9. Final Fantasy XII - $48 million
10. Killzone 2 - $45 million
Shocking? Expected? Troubling?

Where's the Big game RPGs? Mass Effect, Final Fantasy, Oblivion, Fallout, and Dragon Age? I thought GTA4 was good, but not worth like other games..

Well, I guess this explains why there was never a Shenmue 3. I wonder how much the sequel cost...

Too human wasn't that bad, yes I did trade it in after a couple weeks but I enjoyed playing it.
As a fan of Norse mythology I really liked how they did the story. All the characters where true to their mythos even in a cybernetic setting.
If that game had just focused on the story it would have been okay but they threw in a lot of pointless loot and level trees that never really did anything for the game. Also, the level design was really hit and miss, with some being excellent and some looking like something from 1998.

Agreed. The game was a blast but I could have really done without the seemingly endless forklift driving. Its crazy to think a budget for a game that old is still up there and its higher than alot of new AAA titles.

It figures that Shenmue is up there. Completely ahead of it's time in how much a company was willing to spend to get somebody's (Yu Suzuki) vision on a video game. It was a gamble that didn't pay off to the parent company though, but some of us who actually appreciated the scope of the game absolutely LOVED it. Shenmue is a flawed but completely under appreciated work of excellence.

Too Human is like the Waterworld of gaming. It's viciously expensive and offensively bad thank God I didn't have to play the whole game to write a review on it. Your jobs aren't all fun are they? (Especially since you're mostly english majors and even American studios could use some help with localization when it comes to believable dialogue.)

shenmue had a budget of 70million?! That seems like a lot of money considering how old the game is....

I love how there are no sources cited beyond "industry insiders and experts" I'd take all these numbers with a grain of salt. Especially since according to SK's investor reports MSoft paid 80 mil for the trilogy, I highly doubt they spent 60 on it....

well, the thing is, this isnt the most money spent on a videogame... its the largest budgets" so its probably the money spent before the game was sold... APB is an mmo and on the list though, so obviously MMO's can be on the list...

It's hard to see Too Human have one of the highest budgets of all time only to fall very very short of what was expected. Other than that I'm glad Sony gave time and resources to their main IP titles. In my opinion it was definitely worth not pushing them out under par and rushed. Good job Sony! And yea, GTAIV was a great game, but damn I feel like they should've been able to do more with that kind of money...at the very least fix the driving mechanics, frame rate issues, cover system, and texture loading. They probably spent most of it designing the city and directing the story and voice acting...

I think this overloocks persistant games, such as world of warcaft, as Im sure overtime much much much more money is put into MMOs than conventional games.

I am surprised neither of the console Bioware games are on that list. i.e. Knights of the Old Republic, Mass Effect 1/2, Dragon Age: Origins, etc. They usually have long development cycles and a famous voice cast.
Surprising to see Too Human on the list for $60 mil, they maybe made $1 mil? lol

Glad to see that a game as amazing as Uncharted 2 could be made with a smaller budget than all of these games.
also I am really surprised World of Warcraft isn't up there.
