Too-good-to-be-true details about Fallout: New Vegas appearing in the next issue of Game Informer were eventually proven false, but the base of the rumor -- Fallout: New Vegas being unveiled in a magazine soon -- was true. Official Xbox Magazine has confirmed the spin-off in development at Obsidian Entertainment should be revealed in the pages of its next issue.
OXM used the term "should" because it's possible that might not happen. Magazines typically leave such a caveat about upcoming content in the event that a publisher changes their mind or something else compromises the game's ability to appear on the cover of the publication.
Still, OXM or not, we should know what's happening with Fallout: New Vegas soon, just a few months before Obsidian (hopefully) delivers their much-delayed spy-RPG for Sega, Alpha Protocol.
The Fallout: New Vegas issue of OXM goes on sale February 11.

I have recently returned to Bethesda's Elder Scrolls IV Oblivion to do the Shivering Isles story. I was last in that world almost a year ago, completing the main quest but leaving countless minor quests unfinished. Before I embarked on the Shivering Isles, I spent a few gaming sessions just walking around in Cyrodiil. I made the personal goal to not use any fast-travel this time around. I've been hiking from town to town, visiting my old houses and haunts (oh yeah, THAT's where I left that sword) and getting into numerous spontaneous adventures and troubles along the way.
If any of you had fun in Cyrodiil months or even years ago, I urge you to drop back into that world for a few sessions. The detail, the scope and scale, the level of interactivity, and the game's ability to completely immerse you in its mood all blow my mind.
All this is to say that although I very much enjoyed Fallout 3, I really hope Bethesda has their sights on developing another Elder Scrolls game. Even if we have to wait until the next Xbox to experience it, it will be worth it.
As for New Vegas, I'll be curious. But if Bethesda is not developing it but only publishing it, I'm not holding my breath (Water breathing for 10 seconds on self) for it to match the quality of Fallout 3 or Oblivion.

I think no matter how great this game is, most people who played Fallout 3 will be disappointed. Not necessarily a comment on THIS game's quality, but more upon the brilliance that was Fallout 3. If I was to be making a sequel to a particular game, I wouldn't want to be following Bethesda.

I just hope they maintain the gameplay FPS/RPG style that Bethesda did with Fallout 3, as I greatly preferred it over the first two.

I'm glad that Obsidian is finally able to work on the Fallout series again, since Fallout 2 was so amazing, hopefully they can come up with a better story than Bethesda.

I really wish Bethesda would've made this game themselves... it's so frustrating to know it's not them making it... they did an astonishing job on Fallout 3, had they been making new vegas, I'd have pre-ordered right now without knowing anything about it.. that's how much faith I have in there ability to do Fallout....
But Obsidian has a very very poor track record with their RPGs... mediocrity is what they do best... they took great games and made poor to mediocre sequels. I'm deeply worried about this being in their hands and I doubt I'll buy or preorder until I've seen many many many reviews first.
