The Japanese magazine Famitsu recently streamed some gameplay from Super Street Fighter IV and the character select screen was shown. No new characters were shown, but it does show four remaining spots for unannounced fighters. I have added the character names in white to help you guys out.
This would put the total number of new characters in SSFIV at 10, which is 2 over the "around 8" estimate given by producer Yoshinori Ono at Tokyo Game Show.
The three empty spots at the top of the screen are rumored to be Ibuki, Dudley, and Makoto from Third Strike. Curiously, the fourth spot, opposite on the screen from Juri, could potentially be another brand-new character. Why do I say this? What do you think? Rumor is that the final character is an Arab fighter named Hakan that uses grappling in his fighting style. Are there any characters you'd love to see in SSFIV?

The developers have said multiple times that they had to tweak the engine. New engine = new game. Beyond that DLC would either cause huge downloads for all players or split the community.
You have everyone download a patch that has all 10 new characters. That's models, move animations, sound files. Everything. That is a lot. Then you also have to download all the new online features if that would even be possible which most likely its not, new moves for current cast, and balance patches.
Or you could make it so only people who buy the new characters can play them. Do you buy each character individually or have to buy the whole lot? You still have the problem of memory storage here for people who don't have a 120g or have a 120g with a lot of stuff on it.
And then there is pricing. Pricing all 10 models together could easily be justified at $40 by it's self. Remember the original game only has 25 characters so 10 is a big addition. 1 new move can completely change the way a fighting game plays so having new moves for the original cast as well as new characters makes it a completely different game. Also keep in mind it's not just new characters but new modes for offline and online. New story with longer anime scenes, special stages, new stages, spectator mode, group lobbies, team matches, recordable matches. I think there are some other modes I left out too.
So tl;dr
New engine. It's easy to release a physical copy but DLC is a problem.
By the way if you keep your SF4 copy you get a special gift with SSF4.

@Krypton, There is a guide on the internet which explains all the valid points of the DLC versus new disc argument. This guide was created for the sole purpose of trying to reason with people on the issue of updating SF4 in what form. It's on Destructiod and it's called "How to STFU about Super Street Fighter IV". I'm not kidding you, it's the actual name. Google it and read it, it explains a lot of the whys and has an entire thread its own on Shoryuken.net. The author is a little bit blunt though, so be warned. I would post a link, but I don't know if that's allowed on these forums.

I would love if one from the EX series showed up. I know it may have sucked but put on a little SFIV flavor and it could work.

Each player gets two ultras now, but like in Street Fighter 3, you have to select which ultra you want to use before the match begins.
