AT&T, the nation's largest Internet service provider, has begun testing the idea of limiting how much data a subscriber can upload and download each month. It's an attempt to deter a handful of "bandwidth hogs". For example, 5% of AT&T's subscribers use up an astonishing 50% of its capacity.

Comcast, the second-largest Internet service provider, also has begun a traffic limit with their service.  While Comcast does not charge its customers extra for going over limit, they do, however, cancel service after repeat offenses.

Time Warner Cable Inc. and FairPoint Communications Inc. are planning or testing traffic limits, as well.  Whereas Verizon Communications Inc. says it does not intend to limit downloads from its customers.

Full disclosure: G4 Media is owned by Comcast.
