It seems the creators of Grand Theft Auto IV toyed with the idea of having Niko's phone double as an portable music player that would stream the city's radio stations. Right up to the end of development, they went back and forth and decided it was better to stick with the franchise's normal music in cars and certain buildings.
Personally, I would not want to listen to music outside the car but if they debated it all the way up to the release, they probably had it all built into the game. They might as well make it a feature you can turn on or off depending on the player's preference, right?
