Scammers either won't follow laws, will follow the letter of the law and not its spirit, or will just plain lie about it. In the first case, what the scammer does is pretty obvious.

In the second case, the scammers will use a bunch of email addresses, sending a "one-time" mailing from each one. It's happening today, and there's nothing in the proposals before Congress that will discourage this.

Lastly, scammers have been lying about their compliance with laws that haven't even passed. Ever seen this?

"This message is in full compliance with U.S. Federal requirements for commercial email under bill S.1618 Title lll, Section 301, Paragraph (a)(2)(C) passed by the 105th U.S. Congress and cannot be considered SPAM since it includes a remove mechanism."


If so, then you've seen this particular lie. S.1618 never passed. It died in committee due to heavy consumer opposition.
