You should always use a surge protector with your computer.

Think of the size of a surge protector-- it is very difficult to integrate that into a laptop. If it was built into the laptop, it would take up valuable space that could otherwise be used for other necessary functions.

The most important thing to look for in a surge protector is UL compliance. This seal guarantees that the surge suppressor meets the specifications of Underwriters Laboratory. The suppressor should meet or exceed the UL 1449 specifications. The ZDNet Help Channel offers more suggestions for surge protector basics.

Finally, you should replace your surge protector after a major surge (or after three years, whichever comes first).
