It appears that basic common sense didn't come through for this individual who decided to park in front of this construction site. The workers clearly had more important things to do than to wait for a tow truck, so one forklift operator (blissfully unfazed by possible legal implications) decides to take matters into his own hands.
In the end, it both solves a problem and makes a devastating point.
